Objective
The battery booster facility will support European battery cell producers during the ramp-up phase of their projects. It aims to accelerate industrial deployment, strengthen Europe’s battery manufacturing capacity, and support the development of a resilient European battery value chain.
The facility is part of the battery booster strategy, adopted by the Commission on 16 December 2025, and is financed through the Innovation Fund, which is funded by revenues from the EU emissions trading system.
What the call will support
The call will provide interest-free loans to eligible European battery cell manufacturing projects. Support will help companies bridge the critical ramp-up phase until they reach full commercial operation. The facility aims to provide up to €1.5 billion, with a maximum loan of €500 million per project.
Eligible applicants
The call is open to eligible battery cell manufacturing projects located in the EEA. Projects must: focus on battery cell manufacturing suitable for electric-vehicle applications, be in the ramp-up phase at the opening of the call, represent the applicant’s first full commercial-scale production project for electric vehicle battery cells globally and have a planned annual production capacity of at least 10 GWh.
Successful applicants may receive interest-free loans covering up to 60% of eligible costs, with a maximum loan amount of €500 million per project.
Further eligibility conditions, award criteria and implementation requirements are elaborated in the call for proposals documents and relevant annexes. Applications will be assessed against the award criteria set out in the Call for Proposals, including technical and financial maturity, and the project's added value for the European battery ecosystem.
Policy context
Batteries are a strategic technology for Europe’s clean energy and industrial ecosystem. They are essential for decarbonising transport, supporting energy storage, and strengthening Europe’s industrial autonomy.
The battery booster facility forms part of a wider strategy to support the European battery value chain, including measures to unlock investment, develop a resilient upstream value chain, stimulate demand for EU-made batteries, support innovation and skills, and coordinate action across Europe.
