This call for tenders is to procure a study assessing the impact of new technologies and the digital supply chain on market surveillance activities.

Description and objectives

As the mechanisms and functioning of markets are changing, emerging challenges concerning market surveillance appear.

One of the fundamental challenges concerns the increasing number of non-compliant products finding their way to consumers via online platforms. The present control regime is focused on inspecting goods in physical stores and controlling EU-traders’ imports from non-EU countries. There is in practice no – or very little – market surveillance control on e-commerce and parcels from outside the EU. Consequently, sellers on e-commerce platforms or online intermediaries cannot be monitored by market surveillance authorities to the same degree as traditional sales channels are.

New technologies represent another challenge for product market surveillance. Advances in technologies such as the Internet of Things (IoT), 5G, cloud computing, data analytics and robotics are transforming products, processes and business models in all sectors, ultimately creating new industrial patterns.

However, there are also many opportunities to seize. For instance, market surveillance controls on e-commerce could be done online using more advanced technologies. Furthermore, new technologies could be used to enhance the technical capabilities of market surveillance authorities. Market surveillance could also benefit from the abundance of data, and relevant data collection could provide market intelligence, which could help orienting market surveillance campaigns.

The objective of this call for tenders is to identify and assess the challenges and opportunities for market surveillance activities in relation to new technologies and the digital supply chain.

Budget and project duration

The total budget earmarked for the co-financing of projects is estimated at €300,000.

The maximum duration of projects is 12 months.
