Description
This call for tender is for EGNOS and Galileo timing service extension and consolidation.

The objective of this action is to consolidate the definition of a timing service for Galileo and for EGNOS.
The European Commission is putting together the definition of concepts needed for a proper timing service, as well as descriptions of related signal processing on the receiver side. There will one description for EGNOS and another for Galileo.
The contractor will propose a complete definition of the timing service concepts, including the new features which have proven valid and consistent with the provision of a robust timing service. Only features whose value is proven should be included.
At minimum, two additional features must be analysed in detail: broadcast integrity (e.g. alerts, confidence levels, etc.) specific for timing users, and the use of high accuracy services for timing.
The contractor will also conduct a comprehensive analysis on the current use of global navigation satellite systems (GNSS) for the realisation and distribution of legal time across Europe. The goal is to obtain the most up-to-date picture possible and to identify where non-European GNSS systems are used. The analysis should also cover future trends for both realisation and distribution.
