User needs in the postal sectorThe purpose of this study is to evaluate the functioning of the Postal Service Directive and identify the future needs of users.

The overall purpose of this study is to evaluate the functioning of Directive 97/67/EC (as amended by Directives 2002/39/EC and 2008/6/EC) i.e. the 'Postal Services Directive' and identify the future needs of users.

The focus is the letter market.

In order to meet the objectives, the study should provide and analyse clear, concrete and representative examples for every issue listed in the technical specifications. It should be consistent with, and supported by, the evaluation of PSD and expected future developments/trends, and analyse how these impact consumers, costs and demand/supply conditions.

The 'users' in the context of this study include private users (individuals and businesses, including e-retailers and bulk mail senders) and public sector users of postal services, both as senders and as recipients. The analysis should also take other actors in the postal system into account, notably postal services providers (and 'competitors' who use access to the postal network to provide services) and regulators, with a particular focus on the letter market.

All EU and EEA (plus Switzerland) countries should be included.
