The European Commission is organising this stakeholder workshop as part of the consultation process for the preparation of Biotech Act II. The workshop will provide an opportunity to update stakeholders on the preparation of the proposal, present the results of the call for evidence and exchange views on preliminary policy options.
The programme includes presentations on bioeconomy-related scenarios and carbon flows, followed by a summary of the discussions and next steps.
Join us in person in Brussels or follow the event online. Registration is mandatory for both options.

Description
Biotech Act II will complement European Biotech Act I by broadening the focus to industrial biotechnology and biomanufacturing. It will address cross-cutting challenges and seek to establish an enabling regulatory framework for these sectors in the EU, while supporting their uptake and contribution to Europe's competitiveness, resilience and clean transitions.
The initiative builds on the EU's existing policy framework, including the 2024 communication on boosting biotechnology and biomanufacturing in the EU, the 2025 European chemicals industry action plan and the European Bioeconomy Strategy adopted in November 2025. It will also complement ongoing work in areas such as the life sciences strategy, the Industrial Accelerator Act, the Circular Economy Act and the Advanced Materials Act.
The exact scope of Biotech Act II will be determined through the impact assessment, taking into account stakeholder feedback. The initiative is expected to address challenges affecting the uptake of industrial biotechnology and bio-based manufacturing, including the need to stimulate demand and support the transition from fossil-based to bio-based feedstocks.
