
Net-Zero Regulatory Burden Scientific Advisory Group: Independent scientific advice to support smarter regulation
The Net-Zero Regulatory Burden Scientific Advisory Group is an expert body established under the Net-Zero Industry Act to provide independent, evidence-based advice on the regulatory impact and burden of EU legislation on industrial activities covered by the Net-Zero Industry Act (NZIA).
Mission and mandate
The group’s role is to support the European Commission, the European Parliament, and EU countries, acting independently and in an exclusively advisory capacity. Its assessments aim to inform policy decisions while respecting the Commission’s right of initiative, the Interinstitutional Agreement on Better Law-Making, and the oversight role of the Regulatory Scrutiny Board.
Key responsibilities
The Group’s key tasks and responsibilities, among others, are to
- deliver independent advisory reports on how Union law affects industrial activities in the scope of the NZIA
- help identify and reduce unnecessary regulatory burdens while supporting effective policy outcomes
- contribute to evidence-based policymaking using a science-informed methodology, aligned where appropriate with the Better Regulation Toolbox
- engage regularly with the Net-Zero Europe Platform to ensure alignment with broader strategic priorities
Composition and governance
The group is composed of at least seven senior scientific experts, selected to cover a broad range of disciplines relevant to net-zero industrial activities. No more than two members may hold the same nationality to ensure balanced representation. Appointed in a personal capacity, members serve a four-year term, renewable once, and act independently of national governments and EU institutions. The chair is elected from among the members for a four-year term, and the group operates with the support of a secretariat provided by the European Commission. It also adopts its own rules of procedure to guide its work.
Selection and expertise
Members are selected through an open, fair, and transparent process, based on the following criteria.
- Proven scientific excellence in relevant fields
- Demonstrated experience in scientific assessment and policy advice
- Expertise in public administration or other relevant areas
- Professional experience in interdisciplinary and international contexts
