The InvestEU Programme supports finance for sustainable investments, innovation, digitisation, job creation and social investments in Europe. With an EU budget guarantee of EUR 26.2 billion to provide risk-sharing to implementing partners (International Financial Institutions, like EIB and EBRD, and National promotional banks, like CDP, Bpifrance, InvestNL, ICO), the InvestEU programme aims to mobilise finance for more than EUR372 billion of notably private investments in EU policy priority areas.
The InvestEU Programme consists of three components: the InvestEU Fund, the InvestEU Advisory Hub and the InvestEU Portal.
The InvestEU Programme entails key products already in place that are particularly relevant to Net-Zero Strategic Projects, such as those below.
EIB TechEU Platform: one-stop shop for financial support and expert guidance from EIB to support Europe’s innovators from idea to IPO and from lab to leadership. By connecting innovators with the right mix of funding and expertise, TechEU empowers growth and helps bring game-changing technologies to market. The programme offers a comprehensive suite of instruments to support high-risk projects and innovative companies throughout their investment journey, from idea to market.
InvestEU Sustainability Guarantee: it supports debt financing solutions for European SMEs, Small Mid-Caps, natural persons and housing associations whose investments can contribute to the EU’s goal of making our economy greener and more sustainable. Under this instrument, SMEs and small Mid-Caps can invest in the manufacturing of renewable energy machinery, including, but not limited to, products such as solar panels, wind turbines, or thermal energy storage systems.
Pan-EU Wind Power Package Risk sharing: the project is implemented as an unfunded partial delegation linked risk sharing (LRS) transaction with the financial intermediary (FI). It aims at supporting the FI in providing guarantees in relation to the obligations of manufacturing companies (Original Equipment Manufacturers or OEMs) for the supply of wind farm and the related wind value chain components (e.g. turbines, grid connection's infrastructure, cables, transformer stations, sub-stations and possibly sub-contractors). By reducing the FI's risk concentrations on the OEMs, capacity for additional guarantees is freed up, supporting the OEM's further production capacity. It is estimated that the Project would enable the installation of 3.2 GW of wind energy capacity between 2024 and 2026.
The EU-Catalyst Partnership: bringing together the European Commission, the European Investment Bank (EIB), and Breakthrough Energy Catalyst, it plans to mobilise up to EUR840 million from 2023 to 2026 to accelerate the commercialization of green technologies. This initiative focuses on projects in clean hydrogen, sustainable aviation fuels, direct air capture, long-duration energy storage, and industrial decarbonization of steel and cement. By reducing the 'green premium', these technologies will become more cost-effective compared to fossil fuels. The partnership leverages on blending public and private funding, drawing from EU resources such as Horizon Europe and the Innovation Fund, managed through the InvestEU program. This partnership enhances access to investment and advisory services to support Europe's climate targets and green growth. The EIB oversees project selection to ensure a fair allocation of resources and maximize impact.
Pan-EU Power Purchase Agreement guarantee: launched by the Commission with the European Investment Bank (EIB), for an indicative amount of EUR 500 million. Under this pilot, the EIB will counter-guarantee part of the PPAs undertaken by companies, preferably SMEs and midcaps as well as energy intensive industries, for the long-term purchase of electricity generation. In line with the approach in the Electricity Market Design, the Commission will engage with the EIB to promote PPAs in a technologically neutral way. The EIB will also introduce a ‘Grids manufacturing package’ for the European supply chain to provide counter-guarantees to manufacturers of grid components, with an indicative amount of at least EUR 1.5 billion. This package will provide these businesses with needed certainty to ramp-up production.

CleantechEU guarantee scheme: the EIB and Commission are launching a EUR 250 million scheme million to provide liquidity and working capital for highly innovative small and medium-sized enterprises active in developing green technologies.
How to apply
When it comes to the InvestEU Fund, the EU guarantee available is implemented in partnership with selected implementing partners, such as the EIB Group, EBRD and national promotional banks. InvestEU implementing partners provide direct and intermediated financing solutions for both private and public project promoters (‘final recipients’).
