Clean Industrial State Aid Framework

On 25 June 2025, the Commission adopted the new Clean Industrial State Aid Framework (CISAF). The communication accompanies the Clean Industrial Deal to enable EU countries to push forward the development of clean energy, industrial decarbonisation and clean technology. 

The CISAF will enable necessary and proportionate State aid that crowds in private investment. Replacing the Temporary Crisis and Transition Framework (TCTF), the CISAF will remain in place until 31 December 2030, providing EU countries and businesses long-term predictability.

The new framework simplifies state aid rules in the following main areas

  • Roll-out of clean energy and low-carbon fuels
  • Temporary electricity price relief for energy-intensive users
  • Decarbonisation of existing production facilities
  • Development of clean tech manufacturing capacity in the EU
  • Measures to stimulate demand for clean technology products
  • Facilitation for Innovation Fund projects
  • De-risking of investments related to Clean Industrial Deal objectives

Simplified and flexible rules will allow quick approval of State aid measures for decarbonisation, notably where they have undergone a European selection process, and clean tech projects, while avoiding undue competition distortions in the Single Market. The new framework will introduce 'off-the-shelf' options for EU countries to easily demonstrate compatibility as well as a wider use of simplified methods to set aid amounts instead of complex individual assessments.

The framework allows EU countries to support investments in new manufacturing capacity for

  1. all manufacturing projects concerning technologies covered by the Net-Zero Industry Act in the form of schemes
  2. manufacturing projects in net-zero technologies on an individual basis when needed to avoid such investments being diverted away from Europe
