Commission launches public consultation on the revision of the eInvoicing Directive

The European Commission has launched a public consultation on the revision of Directive 2014/55/EU on electronic invoicing in public procurement, inviting stakeholders to provide feedback on possible measures to update the current framework.

Since its adoption in 2014, the eInvoicing Directive has supported the functioning of the single market by introducing a European standard for electronic invoices in public procurement. However, the evaluation of the directive identified barriers to uptake and interoperability that limit its full potential.

The revision will explore ways to improve the harmonisation and interoperability of eInvoicing, streamline processes and reduce administrative burdens for businesses operating across borders. The initiative aims to ensure a future-proof and fully interoperable eInvoicing framework that better supports both public administrations and businesses.

This initiative also takes place in the broader context of the VAT in the Digital Age (ViDA) reform, which foresees the introduction of mandatory electronic invoicing for cross-border transactions by 2030. This consultation follows the call for evidence published on 19 November 2025, which gathered initial feedback from stakeholders and closed in December 2025.

The consultation invites stakeholders to share views, evidence and data on the functioning of the current framework and on the possible policy options for its revision. The feedback received will contribute to the Commission’s impact assessment and help prepare the next steps of the initiative.

The Commission welcomes contributions from all interested stakeholders, including businesses of all sizes – particularly SMEs – public authorities, civil society organisations, and eInvoicing service and solution providers.

Stakeholders can submit their feedback until 10 June 2026 through the 'Have Your Say' portal by completing the online questionnaire.
