Overview
The revision of the CPR-2011 was initiated because the previous framework did not provide sufficient tools to address current needs for the green and digital transition and showed deficiencies in areas such as market surveillance and standardisation. The resulting Regulation (EU) 2024/3110 (CPR-2024) was adopted in November 2024 to resolve these issues while maintaining the core principles of the original regulation.
There is also an overview of the preparation of the revised Construction Products Regulation. This page on the preparation of the revised CPR contains information from early evaluations and stakeholder consultations to studies, impact assessment and the Commission proposal adopted on 30 March 2022, with links to key documents and background materials.

Transition to CPR 2024
To manage the complexity of the legal framework and the variety of products covered, CPR-2011 and CPR-2024 will coexist for a significant period.
Coexistence Principle: Product families will migrate to the new framework individually. If a product is covered by a standard cited under the CPR-2011, in principle the provisions of the CPR-2011 apply. Once a new performance harmonised standard is cited under CPR-2024, the product family must follow the new regulation.
When a new standard is cited under CPR-2024, the old standard's citation in the Official Journal will be withdrawn following a transitional period of at least one year.
The CPR-2011 will be officially repealed in 2039, after which no product can be placed on the market according to the old rules. However, the Commission aims to replace the harmonised standards under the CPR-2011 well before 2039.
Key changes
The CPR-2024 introduces several significant updates to the regulatory framework.
Harmonised technical specifications: This term now specifically refers to mandatory specifications, including performance harmonised standards and ‘fall-back' implementing acts used if the standardisation process is blocked.
The harmonised zone: Article 11 clarifies that the harmonised technical specifications are exhaustive. EU countries must respect this common technical language and are prohibited from requiring additional characteristics, tests, or certifications.
Environmental sustainability: Manufacturers must now declare predetermined environmental characteristics based on Life Cycle Assessment (LCA) to help calculate the carbon footprint of buildings.
Product requirements: The Commission is empowered to establish requirements related to functional, safety, or environmental aspects for cases where a performance-based approach is not applicable (e.g., visual inspections; typical yes/no criteria).
Digital Product Passport (DPP): A new system will provide accurate, machine-readable information about construction products throughout their life cycle, integrating the declaration of performance and conformity, as well as other documents required by the CPR-2024.
Revised Assessment and Verification Systems (AVS): The introduction of System 3+ specifically for the verification of environmental essential characteristics and the strengthening of some of the other systems.
Timeline & Implementation
- 7 January 2025Entry into force of CPR-2024
- 8 January 2026The main part of the new regulation becomes applicable
This partial application of CPR-2024 also entails the repeal of several provisions of CPR-2011 on market surveillance and notified bodies.

From this date, notified bodies must ensure they meet the new, stricter competency and subcontracting requirements
- 2039Repeal of the CPR-2011
Governance and working plan
The CPR Acquis Expert Group supports the implementation of CPR-2011 and CPR-2024. The group helps the Commission prepare the technical content for standardisation requests, product requirements, product information, and delegated acts that reflect EU countries' regulatory needs and EU priorities such as climate and circular economy goals. The work of the CPR Acquis expert group should follow a working plan which the Commission must publish at least every three years. In December 2025, the Commission published the first working plan covering 2026 to 2029.
Supporting documents
The CPR-2024 includes a series of new annexes (such as Annex II on environmental characteristics and Annex IX on AVS systems) and various background documents used during the impact assessment and legislative process. The Commission will continue to publish all relevant implementation and technical documents on the dedicated web page as they are developed.
