Complaint portal
Under Article 63 of Regulation (EU) 2024/3110, any individual or organisation can submit a complaint or report about possible non-compliance with this regulation.
To do so, please send the relevant information to our GROW-H1-CPR-COMPLAINT-PORTAL
ec [dot] europa [dot] eu (CPR complaint portal email address).
The European Commission reviews all complaints and reports it receives through the CPR complaint portal. If the information is relevant and supported by evidence, the Commission will forward the complaint or report without delay to the single liaison point of the EU country (or countries) concerned (or to the contact point of the EEA country concerned, or of Switzerland, Turkey, or Northern Ireland).
The national authorities in the country concerned are responsible for following up directly with the individual or organisation that submitted the complaint, in line with Article 11(7)(a) of Regulation (EU) 2019/1020 (the Market Surveillance Regulation).
National product contact points
In accordance with Article 72 of the CPR-2024, EU countries, EEA countries, Switzerland, and Turkey must inform about their rules and regulations for construction products through their national contact points.
Information systems for harmonised decision-making
In accordance with Article 71(5) of the CPR-2024, EU countries, EEA countries, Switzerland, and Turkey must set up a national information system or email distribution service to inform their competent national authorities, the economic operators active on their territory, TABs and notified bodies with place of business on their territory and, on request, also other TABs and notified bodies, on all matters relevant for the correct interpretation or application of the rules laid down in or pursuant to this Regulation.
Competent national authorities, TABs and notified bodies with a place of business in the respective EU country must register in the system or for the email distribution service and take account of all information transmitted via them. Economic operators can register themselves. EU countries must bring the system or email distribution service to the attention of economic operators.
Legal texts
The regulatory framework is defined by two primary legal texts.
- Regulation (EU) No 305/2011: The original Construction Products Regulation (CPR-2011).
- Regulation (EU) 2024/3110: The revised Construction Products Regulation (CPR-2024).
These legal texts can help stakeholders navigate the transition between the two frameworks.
Contact
For compliance-related questions about specific products being placed on the market (for manufacturers) or those already made available (for distributors or end-users), we strongly recommend contacting the relevant national authority. These authorities are responsible for market surveillance and can assist on a case-by-case basis.
