European Critical Raw Materials Board

The European Critical Raw Materials Board (the board) is established by the Critical Raw Materials Act (CRM Act) to support the CRMA’s implementation. 

The board is composed of the EU country representatives and the Commission, which acts as the board’s chair and provides its secretariat. The Parliament is a permanent observer to the board. Other stakeholders, such as industry, civil society, academia or European agencies, may be invited as observers.

Each EU country has appointed a high-level representative to the board, who is an official with direct responsibility over raw materials policy. They are supported in their work by a deputy high-level representative.

The board performs its tasks as defined in the CRM Act, where relevant through one of its subgroups. Those tasks include

  • providing an opinion to the Commission on the selection of strategic projects and discussing their implementation
  • discussing and sharing best practices on permitting of critical raw materials projects, including strategic projects
  • supporting the Commission in developing monitoring of critical raw materials supply chains and in conducting stress tests
  • coordinating strategic stocks of strategic raw materials
  • discussing the EU’s strategic partnerships on raw materials
  • advising the Commission on different matters related to the CRM Act, such as setting up a joint purchasing platform or the national circularity programmes

Subgroups

For specific topics, the board meets in subgroups. The subgroups are in principle attended by the deputy high-level representatives, supported by the relevant thematic experts. The subgroups established by the CRMA are

The European Parliament is a permanent observer to the CRM Board. Its representatives sit both on the CRM board and in its subgroups.
