Objectives of the commitment
⢠Increase the availability of paper for recycling for the European paper industry
⢠Increase the recycling rates for paper in countries with a recycling rate below 60%, particularly in Poland and Romania
⢠Support the implementation of separate collection in areas where comingled collection is predominant
Description of the activities
The partners of IMPACT will offer municipalities best practices and advice in the separate collection of paper from the municipal waste stream (mainly households and small shops) to support them in phasing out landfilling and incineration. Targeted municipalities are in regions with paper recycling rates below 60%, particularly Poland (38,5%) and Romania (53,5%), as well as areas where commingled collection is pre-dominant such as in France and in the United Kingdom. In the second half, the project will be extended to other countries with low collection rates or predominance of comingled collection. The diversion of recyclable paper from landfilling will help local authorities meet the targets of the EU landfill directive. EU Member States highly depending on landfill have to respect a target to reduce the share of biodegradable waste going to landfill to 35% by 2020. In Poland, a new law on cleanliness in districts/municipalities entered into force on 1 July 2013. It has made separate collection of paper mandatory. However, separate collection is far from being achieved at the local/regional level. Also, the quality of the collected material does often not correspond to the needs of the paper industry. Consequently its value on the market is lower and therefore less income for the municipalities is created. The diversion of recyclable paper from incineration will help local authorities improve the environmental balance of their waste management policy. The collected material will increase the availability of paper for recycling for the European paper industry. The action will promote the circular economy and thereby contribute to an efficient use of natural resources. The partnership will for the first time provide the cities/regions in the countries concerned with the most eco-efficient collection scheme based upon a scientific rationale.

Work package 1 âScientific Evidenceâ
⢠Study the drivers and the obstacles for the successful uptake of separate collection of paper for recycling as well as the differences between countries and regions Central and Eastern Europe.
Obstacles for the successful uptake of separate collection can vary between cities and regions. They can reach amongst other reasons from the absence of a functioning container based paper collections system to the presence and overcapacity in waste incineration facilities, lack of information on marketing opportunities for the collected material, as well as lack of information about recycling to citizens, low paper consumption and the predominance of a strong informal sector in collection activities.
⢠Demonstrate the benefits of separate collection of paper over comingled collection.
The EU Waste Directive sets targets for the separate collection of several materials including paper. It has been argued that a comingled collection of recyclable materials is a more economic option. The proposed study will offer a methodology to carry out a life-cycle assessment taking into account the value of the marketed material and the full materials life-cycle including parameters such as GHG emissions of the different recovery and collection options. This assessment should become a tool, which can be adapted to the local/regional context to support local authorities in their decision making process.
⢠Identify marketing opportunities for collected paper for recycling.
Work package 2 âBuilding the networkâ
⢠Identify and connect to further partners to address the right entities at the local and regional level to carry out the activities in work package 3.
Local authorities as well as paper companies in the in the targeted regions are less connected through European Networks as it is the case for Western Europe. The partners active in this work package will reach out to other organisations and individual public authorities at the local regional level to inform about the partnership, disseminate results.
Work package 3 âSharing best practiceâ
⢠Take stock of local and regional initiatives, which have already started independently of this Raw Materials Commitment.
⢠Share best practices at the local and regional level between areas starting to move away from landfill and incineration and areas, where this has already happened. Share best practice from initiatives in the targeted regions and apply them in cities/regions where landfill and incineration is currently the predominant recovery option. This will be done through the organisation of meetings and production of communication material.
⢠Western European Countries have experienced that collection rates could be increased within a period of several years by leading an intensive dialogue between the private sector and public administration. Companies involved in these dialogues will offer consultancy services to interested municipalities in the targeted regions.
⢠Municipalities will use the occasion of city partnerships to discuss waste management options and paper collection systems.
⢠Paper Companies in the targeted region will share experiences from neighbouring regions and municipalities with interested local authorities.
⢠Partners will carry out pilot projects between paper companies and local/regional authorities on separate collection of paper for recycling in areas where the paper recycling rate is below 60% or where comingled collection is the predominant system. In the beginning of the project, a focus will be set on Poland and Romania.
⢠Partners will develop paper recycling strategic plans adapted to local conditions
⢠Partners will develop proposals on how to take advantage of existing traditions in waste collection by the âinformal sectorâ and how to develop collection in a stepwise approach to increased professionalism and container-based systems.
⢠Partners will develop innovative incentives for citizens to participate in the increased paper collection effort in the targeted municipalities, e.g. through collection points.
⢠Partners will develop a feed-back mechanism for local authorities to know the ultimate fate of the recyclable material.
Description of the expected impacts
⢠Significant savings in sorting and processing (energy, water, carbon footprint) can be realized due to a separate collection and a higher value can be achieved. By training and dissemination of this knowledge the considerable potential can be realized and implemented into daily operations.

⢠Diversion from landfill and incineration of a significant amount of the remaining paper for recycling potential.

Role within the commitment: CIDAUT will lead the research activities on materials recycling and compounding, implementing lab scale demonstrators of each process at its premises and, later, supporting end-users upscale the processes.
CIDAUT will perform mechanical tests, microstructural analyses, injection moulding capability studies on the developed materails, and will work with Fraunhofer on the implementation, validation and refinement of LCCA tools for the project.

Role within the commitment: RWTH will implement the novel 3D Generative Preforming process (3D Fibre Spraying) that enables to create high-value long fibre-reinforced 3D preforms for thermoplastic and thermoset composites at low process costs (different kinds of yarn as a raw material, low tooling costs due to low cavity pressures). This cost effective technology allows to align the sprayed fibres in order to produce high-performance, engineered anisotropic products.

Blackshape will support to fulfill the requirements of the aeronautics industry on ultra light jet, light jet and trainer for Syllabus, and will assess that the developed alloys performance fits the selected applications desired improvements.
KU Leuven

Role within the commitment: KUL will collaborate on the balance problem studies and will lead the rare earth recovery research with the solvometallurgical and ionometallurgical processes.
KUL will also contribute to the final compounding selection.

FIDAMC
