This webpage provides public access to the EU datasets used for statistical reporting under the WTO Government Procurement Agreement (GPA). The data cover all GPA-covered contract award notices published in the EU from 2023 onwards. They are made available in searchable and downloadable format.
In line with Article XVI:5 of the WTO GPA
'Where a Party publishes the statistics referred to in paragraph 4 on an official website and provides to the Committee information on the website address and any instructions necessary to access and use such statistics, it shall be deemed to have provided the statistics to the Committee.'
The publication of these datasets ensures that the EU continues to meet its reporting obligations under the GPA.
Methodological note
- Data source: From October 2023, all contract award notices are published via the Public Procurement Data Space (PPDS), following the introduction of eForms. The downloadable files on this page are based on extractions from TED and PPDS.
- Coverage: Only procurement above GPA thresholds and by contracting entities covered in the EU’s GPA Schedules is included. Data are provided without prejudice to the exclusions marked with * or ** in the EU Schedules.
- Content: The downloadable files contain the number and value of GPA-covered procurement contracts, and where necessary broken down by:
- contracting entity
- GPA Annex (1 – central, 2 – sub-central, 3 – other entities)
- EU member state
- type of contract (works, supplies, services)
- procurement method (open, selective, limited)
- Consistency: The methodology follows as much as possible the approach used in earlier EU GPA statistical reporting, ensuring comparability over time.
