Evaluation of regulatory tools for enforcing online gambling rules and channelling demand towards controlled offers

The study evaluates the effectiveness of regulatory tools employed by authorities in European Economic Area (EEA) countries to enforce online gambling rules and channel consumer demand towards authorised gambling.

Description

The study evaluates the main enforcement tools aimed at preventing unauthorised online gambling, which are

  • website blocking
  • payment blocking
  • advertising regulation (including on social media)
  • different forms of sanctions

The study also explores other possible avenues for achieving regulatory objectives (e.g. by engaging with software providers) and analyses where unauthorised gambling websites are hosted. Finally, it assesses frameworks for the assessment of EEA countries’ enforcement efforts.
