The SME Performance Review is a key tool the European Commission uses to monitor and assess countries' progress in implementing SME policies, including the SME Strategy, the Small Business Act (SBA), and the SME Relief Package. Emphasising these priorities, the review provides comprehensive information on SME performance in two parts: an annual report on European SMEs and SME country fact sheets.
Annual report on European SMEs
Brussels, 22 June 2026 - The 2025/2026 annual report on European SMEs is now available.
The annual report, prepared on a yearly basis, provides a synopsis of the size, structure and importance of SMEs to the European economy and an overview of the past and forecasted performance of SMEs from 2008 to 2026.
The EU’s 34 million SMEs demonstrated solid growth in 2025 and are consolidating a recovery from recent crises. Their real value added grew by 2.5%, employment by 1.0%, and the number of enterprises by 1.8%.
The report highlights the importance of boosting SME productivity to strengthen Europe’s competitiveness. While larger firms typically generate more output per worker than smaller ones, firm size alone does not always determine productivity outcomes. Technological, sector-specific as well as geographic factors can, partly or fully, offset company size-induced disadvantages. Some of these factors can be influenced by policy intervention.
