The European Clean Hydrogen Alliance was set up in July 2020 as part of the EU’s Hydrogen Strategy to support the large-scale deployment of clean hydrogen technologies by 2030.
It brings together renewable and low-carbon hydrogen production, demand in industry, mobility and other sectors, and hydrogen transmission and distribution. Its members come from industry, public authorities, civil society, financial institutions, and other stakeholders.

What the alliance does
The alliance aims to promote investments and stimulate clean hydrogen production and use. It is part of the EU’s efforts to ensure industrial leadership and accelerate the decarbonisation of industry in line with climate change objectives.
To achieve its objectives, the Alliance is divided into three roundtables
- hydrogen production
- hydrogen transmission, distribution, and storage
- hydrogen end-use
The roundtables are primarily made up of project promoters from the Alliance project pipeline, along with representation from public authorities and civil society.

Alliance project pipeline
First published in November 2021 and updated again in August 2022 and in February 2024, the project pipeline now features 424 projects.
The project pipeline facilitates investments in clean hydrogen by providing an overview of hydrogen projects. The projects span all of Europe, thereby promoting integrated European hydrogen value chains. The pipeline also serves to profile projects with investors.
Projects span the entire value chain, from hydrogen production to transmission and distribution to end-use applications in industry, transport, energy systems, and buildings.
All projects have been included in the European Commission’s Energy and Industry Geography Lab (EIGL), which is a tool for geographical data related to energy, industry and infrastructure. The tool makes it possible to find and filter energy-related data, and create and share maps displaying this data.

Important projects of common European interest (IPCEI)
In May 2024, the European Commission approved the fourth group of projects under the ‘important projects of common European interest’ initiative. This brings the total number of projects granted State aid approval to 113.
These 113 projects will receive up to €20 billion in public support, attracting up to €19 billion in private investment. These projects cover the entire value chain of renewable and low-carbon hydrogen and are divided into four groups.

The European Commission is monitoring the deployment of these projects, with data integrated into the Energy and Industry Geography Lab (EIGL). EIGL is a tool for geographical data related to energy, industry and infrastructure. The tool makes it possible to find and filter energy-related data, and create and share maps displaying this data.
