Commission launches call for evidence and public consultation on the evaluation of the Public Procurement Directives

The Commission has launched a call for evidence and opened a public consultation to collect evidence, information, data, and feedback on how Public Procurement Directives 2014/23/EU, 2014/24/EU and 2014/25/EU have performed. 

The evaluation of the public procurement directives will examine their performance and impact across the EU, assessing whether they remain fit for purpose, achieve their intended objectives cost-effectively and adequately address current challenges.   

The consultation seeks evidence and stakeholders’ perspectives on whether the directives have effectively achieved their objectives, including fostering high competition in the single market, increasing SMEs participation in procurement, simplifying and enhancing the flexibility of procurement processes, ensuring transparency and integrity of public spending, using public funds efficiently and promoting a greener, more social and innovative EU economy. 

Another key focus will be assessing the Directive’s relevance in light of evolving circumstances and current challenges, including resilience considerations, as well as internal and external coherence with other relevant EU initiatives. The assessment will also help to clarify any obstacles in implementing the Directive and explore the potential for simplification and reduction of regulatory costs. 

The call for evidence and open public consultation remains open until 7 March 2025. The Commission invites all interested parties to submit their feedback and share their views. The public consultation questionnaire of the European Commission is available in all EU languages and can be answered in any of these.
