The Commission has launched a call for evidence in preparation of an impact assessment for the upcoming delegated act foreseen under Regulation (EU) 2024/1781 on Ecodesign for Sustainable Products, that will set out requirements for the future Digital Product Passport service providers.
Since it came into effect on 18 July 2024, the Ecodesign for Sustainable Products Regulation (ESPR) has aimed to enhance the circularity, energy performance and overall environmental sustainability of products sold in the EU. A key component of the ESPR, the Digital Product Passport (DPP), will act as a digital identity card, storing valuable data on a product’s sustainability performance, recyclability, and environmental impact throughout its lifecycle.
The DPP will be accessible electronically, helping consumers, manufacturers, and authorities make more informed decisions. Customs authorities will also be able to use DPPs to perform automatic checks on the existence and authenticity of the DPPs on imported products.
The ESPR empowers the Commission to adopt a delegated act specifying requirements for DPP service providers and a potential certification scheme to verify compliance. DPP service providers are third-party providers authorised by the responsible manufacturer or importer to process the DPP data for their product for the purpose of making such data available to consumers, authorities and other companies, according to their access rights. DPP service providers will therefore play an important role in the success and the secure functioning of the DPP system.
The Commission invites all interested stakeholders to provide feedback on proposed requirements and the potential certification scheme to ensure compliance among DPP service providers. Following this call for evidence, a public consultation will be undertaken to support the preparation of the delegated act.
Interested parties can provide their input over the next 4 weeks, until 10 December 2024.
