Objectives of the commitment
Different tools are (under) development to fight against illegal shipments of wastes: certification of recycling activities (WEEE2020), CWIT project etc. All tools have their contribution and increase the availability of raw materials for recycling. Coherent and proper implementation throughout Europe remains a challenge and is crucial as unbalanced implementation has detrimental effects (port hopping). This commitment aims to keep and enhance the momentum created during the successful kick-off event in the port of Antwerp with the following objectives:
- raise further the political awareness towards all stakeholders involved
- exchange and recognize best practices between involved parties
- identify and develop new adapted regulation from the experience in the network
- work on better enforcement through sensibilisation and collaboration
- enlarge these actions to parties not involved yet
Description of the activities
Within this commitment the following actions are foreseen:
- Creation of a global value chain multi-stakeholders high level steering group with representatives from ports, authorities, industry, social partners, authorities, ngoâs, ⦠(meets twice / year)
- Pro-active management of the end-of-life consumer goods value chain aiming at phasing out illegal exports by introducing win-win changes for all players and stakeholders in all of its segments. Particular attention should be paid to the potential negative impact on certain players in the value chain such as p.e. ports and shipping companies who would suffer from turn-over losses in case of successful squeeze-down of illegal shipments,
- Development of a technical platform in order to identify new innovative tools covering:
o The efficient and effective enforcement of the legal framework to reduce illegal shipments,
o exchange and recognize existing good practices
o working out scenarioâs to compensate for direct business contraction in case of successful law enforcement
o the rewarding of ports and shipping companies when contributing to the overall goals
o Development of guidance for the implementation of new obligations with regard to the revised Waste Shipment Regulation for the port inspection plan
- Promotion on the implementation of existing and new developed tools for inspections and or the fight of illegal exports of waste
- Yearly networking event between all different involved stakeholders to increase the collaboration between different parties
- Workshops around specific actions â link with technical platform (4 meetings/year)
- Ensuring the necessary linkages with other ongoing supporting activities such as the certification of recycling activities within the WEEE2020 commitment, the CWIT project, â¦
- Dedicated local Ocean port events along the EU coast.
- Development of a scheduled action plan for the period 2017-2020
Description of the expected impacts
This role model exercise between different ports will:
- Increasing cooperation between ports/shipping companies/authorities/industry/social partners
- Reduce the cost of inspection through more targeted inspections by cross border intelligence use
- Avoid port hopping through a more homogenous implementation of inspections and incentive schemes
- Develop the processing of end-of-life consumer goods on European locations
- Create added value for all players and stakeholders of the complete value chain,
Indicators:
Good indicators are lacking and rather difficult to provide. Some elements can indicate progress in this field. Links have to be made with the CWIT project on the identification of the amount of illegal shipments. Some indicators can however already be easily used as far as they are available, such as:
- Number of inspections on yearly basis / cost of inspections / number of inspectors
- Number / volume of infringements
- Ratio of inspections versus infringements
- Ratio of infringements over total exports
- Future trends in:
o Exported quantities of end-of-life consumer goods
o Processed quantities of end-of-life consumer goods on European soil
- Amounts of ports agreeing to join the program
- Rate of attendance of the different stakeholders groups to the events, meetings and workshopsâ¦

Role within the commitment: Fraunhofer will lead the CFRP and GFRP recycling research.
Fraunhofer will perform corrosion tests on the developed materials.
Fraunhofer will work with CIDAUT on the implementation, validation and refinement of LCCA tools for the project. Fraunhofer is the Quality Manager of the Consortium and will oversee deliverables and general reporting are produced with the best possible quality following agreed review standards.
Fundacion Cidaut

Role within the commitment: CIDAUT will lead the research activities on materials recycling and compounding, implementing lab scale demonstrators of each process at its premises and, later, supporting end-users upscale the processes.
CIDAUT will perform mechanical tests, microstructural analyses, injection moulding capability studies on the developed materails, and will work with Fraunhofer on the implementation, validation and refinement of LCCA tools for the project.
RWTH Aachen University (Institute of plastic processing (IKV)

Role within the commitment: RWTH will implement the novel 3D Generative Preforming process (3D Fibre Spraying) that enables to create high-value long fibre-reinforced 3D preforms for thermoplastic and thermoset composites at low process costs (different kinds of yarn as a raw material, low tooling costs due to low cavity pressures). This cost effective technology allows to align the sprayed fibres in order to produce high-performance, engineered anisotropic products.
Universita' di Cagliari

Role within the commitment: University of Cagliari is one of the leading European organization in the resin design and coupling with thermoplastic and thermose materials. University of Cagliari will support in the definition of the composite materials, both from CFRP/GFRP, ABS and Rare Earth composite material.
Relight

Role within the commitment: RELIGHT will work with ITRB to provide the research partners with residues for the recycled ABS supply and the REE recovery processes, including their HydroWEEE process as part of the processes to be studied and analyzed.
Piaggio Aerospace

Role within the commitment: Piaggio Aerospace is one of the project End Users (Aeronautics Industry): as such it will provide requirements and further applications that could be developed with the Consortium Materials. Piaggio will assist in the compounds selection, provide Fraunhofer with specific corrosion requirements on business jet size aircraft, and will assess that the developed materials performance fits the selected applications desired improvements.
Blackshape Aircrafts

Role within the commitment: Blackshape Aircrafts is one of the project End Users (Aeronautics Industry): as such it will provide requirements and further applications that could be developed with the Consortium Materials. Blackshape will support to fulfill the requirements of the aeronautics industry on ultra light jet, light jet and trainer for Syllabus, and will assess that the developed alloys performance fits the selected applications desired improvements.
KU Leuven
Name of the organisation: KU Leuven Country: Belgium Entity profile: Academia
Role within the commitment: KUL will collaborate on the balance problem studies and will lead the rare earth recovery research with the solvometallurgical and ionometallurgical processes.
KUL will also contribute to the final compounding selection.
KUL is the Dissemination Manager of the project, promoting that all partners are active on the project Dissemination.
FIDAMC

Role within the commitment: FIDAMC is going to lead the Work Package on Compression Moulding with CFRP-enhanced materials. As part of the AIRBUS Group, FIDAMC will also be able to provide the input material.
FIDAMC successfully developed a 3D Printer of own design to serve the Aerospace Industry and will be supporting Smart Lab 3D Industries in its 3D printer design.

Role within the commitment: Composite Innovation Center is one of the world leading organization in the field of Composite materials, both from carbon fiber and vegetal-based fibers.
Composite Innovation center has successfully implemented, at lab-scale, recycling processes for CFRP and GFRP.
